Warnings from AI Experts: Dangers and Regulations
Top officials from leading AI companies, including OpenAI, Anthropic, and Google, this week warned in Washington of the potentially deadly consequences of powerful AI systems. They are calling for strict legal regulations and independent safety inspections before the deployment of such systems. This coincides with discussions on the European AI Regulation, which aims to regulate AI technology for both government and business.
The developers of systems like GPT-4, Claude 3, and Gemini advocate for mandatory safety audits and independent reviews for the most powerful data models, also known as frontier models. This means that laboratories training such AI models must obtain a license. They also call for ongoing monitoring of computing power, risky features, and audits by independent teams, as well as an emergency button for immediate shutdown of a malfunctioning model. These measures are intended to minimize the risks of errors, misuse, and loss of control.
In the United States, there is currently a lack of comprehensive AI legislation. While the White House has established guidelines via an Executive Order, many safety measures remain voluntary and fragmented across various agencies. This creates uncertainty for companies, as some states are developing their own rules, leading to a fragmented regulatory landscape. The sector is calling for national minimum standards for testing, incident reporting, and liability to enable innovation within clear frameworks.
The European AI Regulation, set to take effect in 2025 and 2026, introduces stricter rules for high-risk systems. For governments, this means they must register algorithms and assess the impact of their AI systems. Companies developing powerful data models are encouraged to improve their safety processes and provide transparent documentation. It is crucial that compliance and transparency requirements are taken into account to manage the risks associated with deploying powerful AI.
