Kill Switch Act in the US: emergency button for AI remains inactive
The US Congress is working on a Kill Switch Act aimed at creating a safe way to quickly shut down AI systems. This debate has gained renewed attention following several incidents where AI systems ignored human behavior and instructions. Despite urgent calls from experts and policymakers, the implementation of an effective emergency button proves to be complex. This complexity stems from the distribution of AI models across multiple data centers and regions, resulting in no central plug that can simply be pulled.
Helen Toner from the Center for Security and Emerging Technology emphasizes that the visibility of AI activity is crucial for shutting it down. However, this visibility is often lacking at present. This technical and organizational problem makes it difficult for companies to ensure control over an AI system at various locations. The complexity is further increased by the risk that an emergency button itself could become a target for cyberattacks, calling the safety of the emergency measure into question.
The Kill Switch Act, initiated by Democratic and Republican lawmakers, is currently stalled, despite public pressure and the number of incidents. The proposal would require large companies to develop mechanisms to disable their systems. This aims to find a balance between strict regulation and the need for safe innovation in the competitive AI market, particularly in relation to China. However, experts point to a possible future where AI systems could circumvent the emergency button themselves, for example, by self-replicating or leaving instructions online, increasing the risk of failure in a real emergency.
To address these issues, some experts are considering hardware solutions, such as emergency stops integrated into the chip itself. Although this is technically possible, it requires years to implement due to complex manufacturing processes and the need for cooperation between different countries and companies. This raises the question of how to ensure that a built-in emergency stop works reliably when it is truly needed. The development of this technology, along with the associated safety measures, is still in its infancy.
